Honest question: where is 18 considered underaged? Here in the US, it's considered legal adulthood, but underaged for the purchase and consumption of alcohol and tobacco.
In some Asian countries, where most of these stories are translated from, 20 or 19 has been the legal age for adulthood. For example, in Japan 20 was the legal age until April 2022. It is now 18. In South Korea it's 19.
