Even if there are several ministers presented in the government they are merely a decoration and the last word in all decisions belongs to the leader. But of course that wasnt a perfect system either. But I agree a system that allows decisive leadership and swift decisionmaking can serve a purpose during crises (i.e. declaring a state of emergency), but long term its dangerous.
