Seriously, why does a theoretical scenario matter more than what actually transpired? They booked losses because they had to sell TSYs which had lost nearly half their market price due to rate hikes, and that is the crux of the issue: had they not taken huge losses on those bonds, the deposit withdrawals would not have let to bankruptcy -- there is a clear causal relationship between the loss in TSY market price and ensuing bankruptcy.
Powell did not promise a Rate Cut. The FED appears to want to keep the image of stability alive. The Inflation appears to be moving higher. The FED will not cut rates this year.

I’m a super bull. Fed has landed the plane. I think the market is overly nervous still. Seems like we’re slowing gradually as they had hoped. Strong GDP, good employment and some inflation. What else could you hope for?
The market is not nervous at all, they are literally the opposite of nervous, bordering on overconfidence and complacency. I saw a Goldman Sachs chart the other day showing professional investors are max long, as in they literally cannot go any higher. If stock prices go up from here then it's merely due to stock buybacks and/or gov't liquidity continuing to increase. Then there is sentiment - I follow about 5 different sentiment indicators and they are all at or very close to all-time highs and have been since December. One sentiment indicator I follow is maxed out at 99.9%, and is the highest on record, even more so than April 2021!

They took out a couple of banks just in time for a new regulatory change that will exclude toxic TSYs from capital requirements, so there's that.
