from my knowledge this was cut because this scene was never in the LN. It was however in the web novel and since it was cut from the web novel to the LN it was never adapted to the anime. But I might be wrong, I've never actually read the novels. This is only what I've heard.
You can check on most cut content at witch cult translations page or rezero subreddit wiki page, it seems zombie Elsa is in both WN and LN (Volume 15 Chapter 7 Section 7) apparently.
