Tomb kings don't take modification to shooting. It minus 2 to hit in *combat* as the Warboss has *Effigy of Mork* and *Storm of Ash* spell from the Sorcerer.

Nice battle report, I don't think you can cast a hex in melee, so if you can tie the Taurus down in melee for a turn, the subsequent combat it wont have the cloak of ash
