I’m not sure if this is intended or not, but the true damage on Camille’s q scales with spellblade. This means that once you get divine sunderer you deal 10% max health true damage on top of the base true damage. This might be a feature but it feels too powerful to not be a bug.
It's like that. Any effect your physical attack applies will be true damage so don't worry, It will not get patched. With Blade of the ruined king you can do a crazy amount of true health% damage. But the most broken item late game (If you time it right since it's tricky) is heartsteel which scales with 15% of YOUR health as true damage will giving you insane health.
Any champion with dashes or gap close abilities it works well with... like a darius build with phase rush and ghost etc because he needs to close the range.. hexflash could free up main rune for grasp or Conqueror etc... but he's an example of the least effective use... other champions like pyke, imagine you do the ult, second ability stun trick, but you hextech first, the enemy won't even realise, it will seem like you used second ability to gap close 😉 even a caitlyn could utilise this, using the hextech to gap close, ult, then back out again safely without being at risk of taking any damage.. rakan could ult, hextech, then second ability back towards team before shielding, to safely reach more of the enemy team and get back out... there are many many examples, I'm just trying to give a variety or range to show its potential... even khazix, if you hextech from ult, they will think you jumped, "he can't jump again unless someone dies" then you jump on their face 😉
I'm pretty sure riot doesn't care, just look how many seasons they've refused to acknowledge the awful state of ranked matchmaking after they ruined it. I wouldn't place any trust in the wr team till they've earned it back.
it's an exploit, everyone could use it meaning it's fair to all players. There are other champs who benefits on hex flash exploit. It's up to devs to fix that.

I wonder if its only fiddle since ive notice in my server for a couple of weeks now, theres a lot of hex flash rune users in other champs.

Hex flash got pretty good after the buff, you get mini flash every 15 seconds is kinda op for low mobility champ
