We have a Bubble Gum Alley here in San Luis Obispo, CA and we think it's disgusting. That one in Seattle looks even worse. We have been to Seattle quite a few times, and on the very rare sunny day, it is beautiful, but otherwise it's too morbid looking. Then there is the traffic which is atrocious.
