Paul is most of the times depicted slightly as a villain... (perhaps because we always look for one in stories). I really think he was more down to earth than the others at the time, and was desperatly trying to make the band survive after Brian's death. Remember: drugs were everywhere, times were chaotic and none of them had any experience in management. As the other three said multiple times later, if it wasn't for him, the beatles could have ended in '67 and would never be pushed to make those fantastic albums later.

But not simultaneously. Those two songs SHOULD have been included on that album, no doubt!! I think nobody around in their circle thought Sergeant Pepper's would be so big. (Except Paul, maybe.)
