For the V-Tuber software, it tracks your head motion and facial expressions, although in such cases, it creates a Virtual Camera, and that's the one you add to OBS, and OBS will never switch devices automatically, nor Windows will allow two softwares to access the same camera at the same time.
What I think that happened, specially with the one with the Dog, was that him had his webcam already added on OBS as a input source previously, probably for testing, and forgot about it. When the V-Tuber software crashed (or the virtual camera driver crashed, who knows), OBS was able to get control over the webcam, and since it was configured on OBS as a visible device, it just displayed it.
That's an easy mistake to make TBH, it's not that OBS switched to his webcam (OBS will never do that), is that he added his webcam on purpose, but forgot to remove afterwards (or at least hide it).
