RuneScape - Replica Metal Plate Cannot Recolour??

I've purchased the Replica Metal Plate from the Solomon's General Store. Supposedly, it can recolour and change the colour of the outfit. However, as you can see in the video, it failed to change colour and I can't recolour it.
The Replica Metal Plate looks similar to the old armour design before the Combat Revolution Update.

Ticktacktoe2 Now can already. Probably due to an update. I think back then might be some sort of glitch or bug.
