After serving a long prison sentence, former criminal Frank White returns to New York with the intention of rebuilding his empire. In his absence, other criminals have taken over the business. This is no problem for White. His loyal associates will help him. After shooting down the opposition, he decides to donate his earnings to upgrade a hospital in his old neighborhood. However, illegal substance dealers aren't the only thing he has to worry about: a group of rogue cops decide they're going to arrest him.
