I usually eat in the car on the way to work.
I honestly most often use the hot water spigot on the office's* coffee machine to make a cup of oatmeal with, and just bring in a Ziploc of oatmeal from home to keep in my bag/desk. Lightweight, easy to carry on public transit, and makes sure that i have both breakfast and snack later if i need one.

I once heard about someone eating cereal in a car at Deerfoot Trail in Calgary during rush hour. I immediatelly dismissed the story as a lie. About one year later I witnessed this myself (at Deerfoot Trail). As a truck driver, I fear someone will sideswipe me or drive undeneath my loaded trailer... his life, my paperwork.
So you are only worried about having to do paperwork?
In Seattle, there would be time to sit and eat your breakfast because the freeway is a parking lot during rush hour

Then there might be a cost for the ink and paper coming out of my pocket if I have to use my own pen and paper for the statement... God forbid I have togo to the police station in my personal time. I would be pissed off with the a$$hole.
