If you are not eligible for EE (don't meet the EE requirements) then you can apply to IRCC either online or through a paper based application. Non-Express Entry candidates can now apply online as well: www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees/application-process/paper.html . All these info and more will be in the "Nomination package" notification once you receive a SINP nomination.

PR processing can take anywhere from 12 - 18 months. Rejection probability is less. It happens only if you don't submit necessary documents or your application doesn't match your submitted documents.

Hi, I have received ITA from SINP but not able to fill the application as it is only showing Part 1 of application 1 and the screen is not going forward even on clicking "next". All information is correctly filled but still not able to. Is this a known issue or any solution to it.

Since you are 47 years of age, you will lose some points to qualify for PNP but if you score well in IELTS and get a job offer or have connection to Saskatchewan (like relatives in Saskatchewan), they make for the points lost for your age being above 40. Most number of jobs for Piping Engineers is in the province of Alberta compared to Saskatchewan. Many employers in Alberta sponsor work permit (LMIA - Labor Market Impact Assessment work permit) to foreign workers. You might have a better chance in finding jobs in Alberta.
POF is not mandatory for any PNP with a job offer. But if requested by an SINP officer while processing your application, you'll have to provide one. If the Job offer mentions a salary below average in skilled occupation, then an SINP officer could ask for POF.
For SINP Employment offer 61 is a good score. For other SINP streams 61 is not bad but you might have to wait a long time to get invited to apply for SINP as the SINP draw cut-offs are above 68.

There won't be a problem if you quit your job. Just update your SINP profile with the end date of your job.

Inspite of having job offer you will require to show POF??
POF is not mandatory for any PNP with a job offer. But if requested by an SINP officer while processing your application, you'll have to provide one. If the Job offer mentions a salary below average in skilled occupation, then an SINP officer could ask for POF.
