This is a Google issue because it doesn't work at all. It will indicate all other devices are signed off, but when I actually check, they aren't. Also, if I change my password, it will change it, and also tell me that the changed PW will allow all the listed "signed-off" devices access. Brilliant.

Yes, and if they just close the notification bubble they are just fine so actually this doesn't work. I know this because I tried to do it and when I checked I got the notification but I still was able to check Google photos, Gmail, everything.
