I don't think Physical damage gets held back by Shatter. The real issues are the lack of good DPS options (sry Eula), no good dedicated supports (sry Mika), Superconduct being only good for its RES shred (compare that to Swirl's damage potential) and the plethora of enemies with high Physical RES.
Change all of that and Physical would turn into a nice neutral playstyle with its own little ecosystem for those, who aren't interested in reactions. Oh wait, that's already Geo's niche...

oh, probably, but i do believe shatter holds back the cryo claymore. I guess I didnt get my point across clear enough, basically Cryo is already starved for gameplay options as is, and being a cryo claymore goes a step further and hurts the freeze viability.
as for the topic of physical, It's just not as compelling when Geo already fills the same niche. If shatter is reworked with an interesting mechanic of some sort, then physical will become a decent archetype that can support electro and cryo characters.
