The ULN2803 IC can be used instead as substitute to all the BC547 transistors and resistors, this is a good example on how to make the simple level indicator, the only flaw on this is cooper in contact with water and corrosion overtime , and i believe there is a solution involving ultrasound sensor or IR sensor both out of the water but in any of both cases implementation is too complex to call them simple but maybe graphite layered pcb instead of cooper can solve the corrosion issue.
You are right about the copper wires and the corrosion, ALL the water level circuits variants have the same problem, I have solved it using a A3144 Hall sensor instead copper wires, I tested it in my water tank and works fine without problems since last year!
