I'm sorry but switching power supplies do not allow such large margins of voltage change; in addition to the output capacitor, the transformer is also designed for the required voltage and too high variations can cause it to have serious problems with overheating or loss of insulation. Furthermore, replacing the output capacitor that was 16 V 470 uF, clearly aimed at currents from 0.5 A to 1 A with a 400v 2.2uF one is a triviality as the 400 volts are not needed and are a waste while 2.2uF are suitable for currents up to a maximum of 10-50 mA and probably the power supply will no longer be usefull

However if you really want to do it, the capacitor as a general rule always valid must have a working voltage 20% higher than the maximum that you intend to use in this case from the video you can see about 37 volts and therefore a capacitor with a working voltage of 50 volts is fine. For the capacity you should put one at least with the same capacity if you also want to use it at 5 V and maintain the amperage. However generally you have a size problem. Put the one with the greatest capacity of 50 volt that fits in that space. Surely the one used from 2.2 uF 400V represents an unnecessary waste on the voltage and has a capacity of 2.2 uF which is only enough for small currents let's say up to 100mA then the ripple will be out of specification.

It was a good idea to use an op-amp for an adjustable supply but you can't control a 4 digit 7 segment display with voltage, you need a micro controller to adjust it depending on the voltage, I guess you can connect Arduino A0 pin the output and negative to GND and connect a few digital pin to the input of a anode 7 segment display and program it.
it is not a bare 7 segment display ... it is a voltmeter module , it contains the microcontroller and the display driver all in one nice little package that only requires to be wired in pararell to the output voltage

Kondansatör seçimi çok alakasız. Kapasitesi yüksek voltajı da 50v civarı olsa daha mantıklı olurmuş. Bu şekilde anca düşük güçlü led çalıştırırsınız.
