"What is hemorrhage critical effect?" It's as you described; it's a Mainhand effect rune (similar to Heavy Blow). Hemorrhage's damage is split into three intervals, making it a three tick DoT that is based on your attack damage and critical power stats. In which case, it's the former, the talentstone increases the damage dealt by the effect. Only Viper benefits from this talentstone. In order to trigger Hemorrhage, you must equip a mainhand with the Hemorrhage Rune. Which are available to any and every class.
