You can reach out to agents anywhere, but you can only work as a "local" where you have residence (meaning if you book a role in NY but live in Atlanta, the show will have to pay to put you up in a hotel in NY making it an extra expense. It's rare they do that for smaller roles). So an LA or NY agent can send you out, but you will likely get booked more often if you actually live in that area. Unless it's for series regular roles--those may be more open to location.
