send a reporter to check the drains from the rail yard that are 1200 ft upriver from where the sheen appeared. literally the entire rail yard drains into the river right there above the water intakes for drinking water. pollutant levels are high coming out of that drain and the rail yard has to mix the polluted water with regular water to lower the contamination level to what is permitted before release into the river. Go talk to people in the area and see if those drains have been getting cleaned or if anyone has seen large amounts of liquid coming out of them. test the ground around them also. since it appeared in such a small area it's highly likely it came from an individual source in that area as river currents would have broken it up if it came from far upstream.
