That shouldn't be the factor to decide whether the cake is baked or not. Insert a toothpick inside a cake, if it comes out clean, then your cake is baked

Yes you can. Just insert a toothpick and test after 20 minutes. If it comes out clean, then take the cake out. If not bake a little longer.
