On a high level it would be, the reason being in PRB, the objective is to identify the cause of the issue and providing permanent resolution. This involves considerable amount of time of the SME, where the objective of incident management is to restore the issues ASAP preventing further business impact. In the event we are not able to identify the cause for the issue and provide permanent resolution, we go for a work around to prevent further impact to business within the defined SLA for an incident.
