Not just economy. In case of failure in a balanced beam failure of both concrete and steel will happen simultaneously,ie, no warning or time to repair just like an over reinforced beam.

Fix end moment = Wl^2/12 at colums.

Nope bars depends on the load and Design
The concept is little deeper than this. In a concrete beam,the tension force in the reinforcements is equal to the compresssion force in concrete. If you increase the tension force by putting a lot of steel then the concrete compression force also has to increase commensurately to maintain equilibrium. Now since concrete has a finite compressive strength, if we increased this force beyond the compressive capacity of concrete then the beam fails in s brittle mode. This is the reason we undereinforce beams. Now let’s say you have a certain load and you can only provide a 12 in deep beam. Theoretically you can provide lot of steel that will carry that load. But you may find that in doing so you have provided so much steel that you have overeinforced the beam risking a brittle failure. What this is telling you is that you have to increase the depth of the beam so you can have smaller amount of reinforcement and thus will be able to undereinforce the beam. Typically a beam design progresses like this: you have a certain moment for which you have to find the steel quantity. You also have a limitation on the depth and width of the am. For that size you find what is the maximum reinforcement that the code will allow to keep the beam undereinforced ( typically this is around 0.5 times the balanced reinforcement ratio) . With this maximum code allows steel check whether the capacity you calculate is greater than your demand. If that is the case then you are safe as in you have a safe design as well as an undereinforcdd beam. If however this capacity is not greater than the demand, it means that that the beam is telling you that it needs more steel. But if you put more steel you risk making it overeinforced. Your only alternative now is to increase the depth of the beam and provide the adequate steel that will keep it undereinfoced. Hope this is clear.

It is not simply supported beam it is a continuous beam so the diagram that you have shown is totally different from the practical example that you have shown moreover while Desiging the above beam in your example designer takes care of:
Not only vertical load that you have taught about but he have to take in mind.
Wind load
Earth quake.
Moving load
Vertical force
And Poisons ratio effect because when the lower part shrinks the transverse section will elongate.
I request all not to take it as standard for any beam that is shown in above case study.

Normally we can use cranked bar but due to earthquake the stress becomes reversed and cracked become 135 degree near the support and structure may collapsed that why we should not provide cranked bar and inclined stirrup.
