Yes, Nancy Buckley: same pope. He is also author of the Prayer to St. Michael, which he wrote in response to that vision. It happened in 1884.
Actually Pope Leo XIII never spoke about having that vision publicly, so those reports remain uncorroborated as far as i know.

Where you get the right and the authority to deny Christ and his will to establish the sacrament of Confession in which Christ forgives our sins through the human agency of an ordained priest?

Do you understand the origin of the sacrament of Confession? I think not.
It was instituted by Jesus Christ as the means of forgiveness of sins. When we confess our sins in the very sacrament willed for us by Christ we confess our sins to him.
Read John 20:23.
All of the doctrines and dogmas of the Church are rooted in Sacred Scripture.
