Was going to say this. It’s a seasonal server thing, not because you deleted characters.
I'm fairly sure the game only lets you skip the tutorial if you already have a character with a certain level.
Supposedly it's a seasonal thing but I'm not sure, haven't done seasons in years

No, it kept all life skills, contribution, as well as journal progress

How did you manage to bug the seasonal pass lol. And it seems like its the old seasonal pass as well lol.
Its not a bug. In the past he made a seasonal character and he deleted it before he completed the season pass. If you do that, the season pass doesnt reset.
If you don't graduate then it doesn't reset season pass.
