Worse, it's Greek. The Romans just adopted it. Btw, they made a difference between a rhetor who either taught the art or made artistic speeches and an orator who spoke with a practical purpose. So, in a way rhetoric was the theory and oratory the practice. 'mere rhetoric' probably gained its negative connotation from that because it was seen as the opposite of 'plain speech'. In reality 'plain speech' is often the most artful or artificial, the speaker using all his skills to hide that he is carefully manipulating the listener.
