I would suggest a streamer mode in settings then apply the settings on your screen only would do the trick. Even better if they add a feature like RTSP server built into Risk that can be hooked by streaming softwares so your screen will be shown as it is but stream will be different.

Caps should be visible on the map through fog of war (not number of troops or who owns it, just a marker to indicate there is a cap on this territory)
