Does anyone know why some of the Warhammer boxes are sold opens - not sealed in plastic? For example this box (with no paints variant) or Start Collecting!'s?

are these still legal or relevant in 2023? the new models seems like different that these ones. Can I still use this in tournaments?

I honestly haven't played in a while so I haven't really seen the new rules. They might be but my guess is they wont be as effective as the new ones.
