My main fear would be hitting a swimmer. In my experience, larger boats are hard to miss, but particularly in choppy conditions, swimmers are well hidden until you're very close.

Make them electric. Make them neutrally buoyant. Balance the weight/buoyancy across the whole machine so it wont prefer trim orientation in the water. Make air bladders that you can activate at the surface for entry and exit. Increase structural rigidity with heavier materials, you’re already way positively buoyant.
