I'm not entirely sure if it's the same in London as it is in the US, but generally speaking, most commercial properties are valued by their rent. That means that if you've mortgaged them, then there's a minimum rent clause in the loan contract. Lower the rent, and the bank will immediately call in a portion of your loan, because you've literally devalued the collateral property.
If you just hold onto the property without renting it, however, banks will give you extremely favorable forbearance. You pay like 10% of your normal payment with the rest being added to the end of the loan. So there's *very clear* incentives for landlords to hold overvalued properties until the market catches up rather than chasing the current prevailing rent.

And it's closed now while we wait for the grass to grow, cause you are not getting large trees or bushes in half a year, most of which will be in autumn and winter... I have no words
OG: To let "nature take its course" in bringing this man-made polygon into a lush hill will take years, decades probably... If it even stands that long. I think it would be far more sensible to spend this money on temporary art installations that change every 3-6 months, ensuring people from outside the borough have a reason to keep coming back frequently for years to come.
