Expansion - Increase in size in all the dimensions (length wise, area wise and volume wise)
Thermal energy - Energy associated with the motion of the constituent particles inside a substance. It may be due to a higher temperature difference between the substance and the surrounding due to which the substance tends to absorb the energy in motion from the surroundings in order to maintain thermal equivalence.

But if this is true then why doesn't the avg. distance between the particles at the boundary of the circle (inside the block) and the particles at the outer boundary of the block increase... ???
It does increase. I know it's hard to see but you can check it using any paint software on your computer :).
