When I listen to this I return to when I was 15, listening to this in my bed, when no real problems existed and love was yet a veiled secret for me. So much memories in one song (Prisoner of your eyes, not devils child).

Yeah, I get the same impression, ... was probably culled because it has a sound more reminiscent of their Sad Wings of Destiny days, ie., - before the New Wave of British Metal had found its feet, and before Rob had decided to crank it up a notch or 3, and had begun to get kitted-out in SM-Biker Attire! ("This how a Metal Band's supposed to look, - 'all you other pussies'!🙀) I afraid that this track doesn't have the speed and pace as the other 9 songs, and may have ruined the sound ( & Image!) of the new ground they were trying to break! 😎
As far as i know this song was originally recorded during the turbo era. Turbo was originally going to be a double album titled twin turbo but after the band only had 18 songs or so they culled a few and changed the release to a single album which we all know as turbo. A few songs from ram it down were originally intended for turbo also. I believe they added it to this anniversary edition of screaming for vengeance because they had already released turbo with bonus unreleased material such as all fired up and red, white and blue :)
