Going to answer this one for you, many years later. It is to do with pay equivalency. The armed forces need to pay similar or higher than what the average nurse would get in the civilian line. In the UK, Nurses are given the rank of Corporal to match the average NHS nurse wage.
In Canada nursing staff are officers why not in the uk
