No, everyone actually starts with chili pepper cookie for the first one and Prune juice cookie is just straight up luck lol, but I started Fresh on a new account on my phone and I got 2 legendary on my 5th and 10th pull in the gacha with the 300 cutters, sea fairy cookie and storm breaker cookie (I think those are their names) but yea.
