I'm not exactly a "BALLER" but every time I'd play hoops in Sacramento CA (where I grew up) "And 1" meant that you were fouled when you were in the process of shooting but we personally would only count it as a foul if we missed the shot. If we made the shot the score would count and it wouldn't be treated as a foul. It was only treated as a foul if we missed the shot since the foul was OBVIOUS to everyone around and it was our way of saying "Yeah I may miss that shot... but only because you fouled me! And if I make it.. just know it was AND 1 on yo ass!" Despite all that though we never counted the actual foul if the ball went in. 💯
