Her and Erin were probably the two worst characters in the show, neither one was likeable but were given air time in probably one of the best arcs in the show. Watching Jim and Dwights arc in Tallahassee was perfect outside of the unlikeable performances of Nellie and Erin.
I didn't really like Nellie much at first but she ended up being one of my favorite characters. Her friendship with Pam is really sweet and her adoption arc endeared her to me even more.
Its Just fan-service. Nellie from the 8th season caused so much zeit that the writers of the 9th took into account all the negative aspects and wrote a completely different character. This applies to the entire 9th season, which is several times stronger than the 8th.

I loved Nellie from the 1st moment I saw her, she first appeared in the episode where Robert California got the job as manager. She seemed crazy then & always wanted more. "Andy's really been salting my onions." "I can barely turn on my computer."
I really love her, she was the best character to be introduced in the lastest seasons. She started a little over the top during the Florida thing and when she stole Andy's job, but after that, they calibrated really well and created an amazing back story.
The only moment I didn’t like her was when she took first took Andy’s job. It mostly hurt because he earned being the boss and loved it, and Jim was doing all he could to stop Nellie from taking over, but then EVERYONE besides Erin stood aside and watched him be fired. Of course Andy became awful and Nellie became great, but that scene just bugged me.

She was easily the worst character on the show. And the show had a lot of horrible characters. The show got so bad near the end, and she was the epitome of that. Such a horrible character.
