I feel like Cooler's personality is a lot more fleshed out in FighterZ than in his movies. I still can't describe it properly but I definitely can understand what type of guy he is in my mind from what he says in this game.
He's just a lot more smug, y'know? He is showcased as being ruthless and quite overconfident, but unlike his brother he doesn't look down upon everyone, and won't underestimate people's strengths, arguably making him more cunning and smarter than frieza himself. And of course, he is smug.
He was always a lot more straight to the point with his brutality compared to Frieza who likes to barely look like he’s trying. Kinda like how Gogeta is much more straight up flashy than Vegitos overflowing bravado.

It almost says: ,,What’s the point of going all out? I can literally beat you with my pinkie”. Cooler’s theme implies that he wasn’t planning to hold back in the first place, and is about to break through the threshold. Threshold stands for his enemy’s pain threshold of course.
That is really true, now that I think about it. Frieza was toying with Goku on Namek, making it back and forth brawl (of course until he fucked around and found out what his insides looked like). Meanwhile Cooler just ran Goku's shit from the moment he went 5th form (then died).
