I am not 100% sure, but my guess is that is an infection control measure. It allows the practitioner to position/move the penis without breaking the sterile field

What's maximum time a catheter can remain I/S urethra?
Latex can be placed in for 7 days without significant risk of uti. Silicone can be left for upto 2 weeks with routine flushing if occluded due to blood or pus.
Depends on hospital policy. Maximum 4weeks.
