Perspective: Maritime Security

  • In this episode of the Perspective Prog. based on Maritime Security. With a coastline of over 7000 KM, Maritime security is an important aspect of national security for India. The Government of India is implementing Coastal Security Scheme, in phases, to strengthen security of coastal areas against sea borne threats. The Coastal Security Scheme aims to augment the capabilities of police force of coastal states and UTs for patrolling and surveillance in territorial waters especially shallow waters close to the coast. India also has growing strategic interest due to its strong economic and political relations with Southeast Asian countries coupled with concerns about the safety of the sea lanes. At the 2018 Shangri-La Dialogue Prime Minister Narendra Modi outlined the vision for free, open, inclusive and rules-based Indo-Pacific region which was universally welcomed. Later at the 14th East Asia Summit (EAS) in 2019, Prime Minister Modi announced the Indo-Pacific Oceans Initiative or IPOI as practical implementation of this shared Vision for the Indo-Pacific with a focus on collaborative effort to better manage, conserve, sustain and secure this maritime domain. In August this year under India's presidency United Nations Security Council also hosted a high level open debate on enhancing Maritime Security. So what are various key aspects of Maritime Security and what is being done by India to tackle all the challenges in this domain.

    Why crucial
    1. Maritime security -7500+ km coastline
    2. Large population of the country neglects maritime boundary. International laws allows foreign ships on maritime territories. Many ambivalence too. We mostly focused on land borders due to existential threats.
    2. Lack of infrastructure- e.g. identifying the threats. We need ways and means to identify the poor fishing boats. - Mumbai Terror attack incident. Now we are building up Radar systems, control systems, etc, but it takes time
    More issues:
    1. Our economies dependent on seas. >90% trade by volume by sea. Our land trade is very less. Our trade at sea is growing, so importance of sea more. Security challenges-piracy,threats, terrorism, drug trafficking
    2. We need secure free lanes of trade. We have our ships operating world over
    So all countries must unite to secure the routes.
    3. Our navy is strong. Also Maritime cooperation signed by India with others
    More issues:
    1. Coastal forces, coastal police, coast guard, navy.
    2. 3 million square km under India's EEZ. Need to protect that. Now we have resources for doing that.
    3. Recently Coastal security maritime security management appointed.
    4. Guards patrol 24*7. Just to protect against any bad stuff
    5. Biggest threat= drugs. Gujarat coasts. How to identify and search thousands of boats?
    We need intelligence.
    More issues:.
    1. Police stations are being built in coastal areas.
    2. We need entire security machinery working in tandem with each other. Coordination is the key. Coordination centers needed. Navy= lead agency for coastal security. But we need huge effort more. We also need more vessels and aircraft and helicopters, and interlinked radar systems. We need more monitoring for all vessels.
    3. As of now our radars can't detect all smaller vessels. Drug,arms, buried under fish, etc.
    More issues:
    1. Every coastal state have boats painted in a particular color scheme to identify them. Fishing community trained and even given cell phone to contact nearest marine station to report immediately.
    2. Every boat >200 tn have automatic identification system. But not 100% coverage till now.
    3. Coastguard radar stations on one net is present.
    4. One maritime domain awareness center at Gurgaon.
    Also monitored in Mumbai, Andamans, etc.
    5. Fishing community is connected well.
    6. We have shipping agreements with other countries to get information about vessels from other countries.
    More issues and actions:
    1. More than 50000 shipping boats at any time.
    2. There is a limit to how much infrastructure we can have. Also 700 islands which needs to be protected.
    3. BSF also handling boats now
    4. Coastal Marine police stations in states, are provided proper manning and personnel.
    5. Bribery can be bad.
    More issues:
    1. PM Modi- SAGAR initiative from Mauritius. Security and Growth for All. 2. Act East Policy.
    3. Bases outside Indian shores to have a presence.
    4. Quad and Malabar Ex- expanded regions to visit. Other countries also interested.
    5. We need latest tech, more cooperative agreements with other countries, including weaker countries. Littoral states must have more confidence in us.
    More issues:
    1. China problem->Quad.
    2. We are seen as a benign power in Indian Ocean littoral states. Natural Disasters helps. Evacuated other foreign citizens from war zones by our navies. Also helped their maritime security environment. Mozambique also wanted our help once upon a time to give them maritime security.
