Using official scans the DB Universe/human realm(both are the same) is stated to be an endless, expansive space and consists of nebulaes which are composed of innumerable stars, and there are galaxies composed of innumerable nebulaes(Daizenshuu 4, of 72).
The universe is said to consist of countless planets, stars, and other celestial bodies(Daizenshuu 4) making the human realm hyperversal. Namek saga Frieza was stated that he could destroy the universe in his second form.
The heavenly realm is stated to be a dimensionally transcendental realm that cannot be perceived/comprehended from the human realm.
Meaning the Otherworld as a whole is 4 layers into outerversal(dimensionally transcendental=transcends dimensionality, the concept, the idea, the definition + no concept of space and time).

My answer, before watching the video, is that I don't get is why Goku and Vegeta didn't just break his potara before he fused. They just fucked around with their useless ass blue forms instead.
According to the DB wiki's page on the time rings, and I really hope this isn't lore from heroes or some shit, you need the potara in order to use the time rings.
Zamasu and GB's win condition is fusion, nothing after that point matters. The thing stopping them from really dying is the time ring combined with Zamasu having a wish for immortality.
So, hypothetically speaking, all a character really needs is
-To be strong enough to break the Potara
-Basic understanding of the Kai's magical artifacts, and I'd assume Shin and Kowasu would be there to explain how they magical artifacts work since they were there in this scene. (Either that or some good intel guy.)
-Good enough stealth levels to get close to Zamasu and GB (they are very easily distracted with monologues) (or being really fast)
-To be durable enough to survive Goku Black and Zamasu, or at least someone durable enough to survive them
-Use of someone or something strong enough to kill Goku Black and Zamasu
I don't watch much regular show, I'm going to assume that Mordecai and Rigby are durable because of toon physics, they can fulfill some of these conditions easily.
If they fuse using the Potara, and get a basic explanation of how the time rings work, then they solo. Fusion is bullshit enough (and vague enough) to help bridge the gap.
Pretty much any solid duo with good durability could have stopped Zamasu with the potara.
Mario and Luigi could have stopped Zamasu.
EDIT: oh yeah they'd also need a way to stop, kill or seal an immortal opponent LOL

IK the video was on fused zamasu specifically, I was pointing out that the scene with the two as a duo has a way for a lot of fictional characters to deal with the situation in a way that Goku and Vegeta didn't.
Unrelated but also both Mario and Luigi have survived a universe reset before (in Super Mario Galaxy), which implies if shit goes to worst with Fused Zamasu (Infinite Zamasu) then they could just call Rosalina and get the exact same ending as was in the anime.
Either that, or assuming they have access to other wish granting or sealing artifacts (which several plots have revolved around, IE the Star Rod and the Dark Star), the Mario-verse could still take on Fused and Infinite Zamasu.
If Paper Mario is around (with a Paper Jam scenario) then all they really have to do is throw the Sticker Star book at him, have Paper Mario grab the book from the Enigmansion that he sealed Big Boo in, and use that on Zamasu.
Would Fused Zamasu be able to do anything if he got his color drained by a slurp guy? Is that a sealing technique? That's probably the funniest way for this to go
