A little while ago, I purchased a collection which had everything in mounts. A number of the stamps that were in mounts were hinged or had disturbed gum. It is worth checking the back of the stamps that are in mounts ,in any collection that you buy, to make sure that they are really never hinged. This is particularly true with the older issues. If I put a stamp in a mount that is not never hinged, I make a notation below the mounted stamp, but not everyone does.
As a young boy in the 1960's my Grandmother gave me one of those Liberty albums. She was trying to get me to take-up a serious hobby, I guess. I enjoyed quite a bit of stamp collecting and had access to some old family mail with some nice stamps from the 20's and 30's, and I also took up coin collecting. Through the years, I got away from the hobbies, just keeping a dabbling interest. Now I do have a multi-volume US stamp album. These days I mostly just occasionally buy new issue sheets, and duck stamps. I do maintain memberships in both the APS and ANA to support the hobbies. Quite a few just look at the hobbies from the perspective of buying and selling and "how can I make money", instead of just enjoying the stamps. It's refreshing to watch your enjoyment and enthusiasm for the stamps.

As someone that uses mounts, I can tell you that they're are several empty mounts in my albums. Not because I pulled out a stamp, but because I accidently put the mount in the wrong spot. Removing it will ruin the page, so it just hangs out, waiting for the eventual day that it becomes of use. I suspect that may be the explanation for the empty mounts in that album as well.
And the stamps in this album you could compare to get the most centered ones you already have and put those in this album keeping the well centered ones in yours,.that's what i would do..As for the album in its state you could repair the cover...Great album too.
A modest bargain. I am sure that it was $51 +shipping. It would cost more to buy these stamps from a dealer. US postage is now only worth about 60% of face if you sell it to a dealer.
I ha done of these, my first stamp album, my mother gave it to me around 1971. Many hours spent with it, I still have a few of the stamps in my American Hingeless Albums.
