These guys were rank 10... Even in their old age they were still on the council separately. They were founding members sure but they were still powerful enough to command respect. Even when they were attached to each other they showed competence and ability enough to stay on the council.
While it is certainly possible that Desmond is dead, I wonder if he might have been otherwise disqualified. Other's have already pointed out his health and mental state or the fact that there is a new Captain Sunshine but I think it is also possible that his time as Zeus disqualified him. He (briefly) turned himself into a villain and not just a villain but one working without guild authorization.
With the exception of Wide Whale, none of the arches were mostly played for laughs with all of the arches either having a game night or just catching up with an old frenemy. Even if Desmond is still alive and (semi) eligible, I think that this is still the funniest thing they could have done.

yeah his strength didn't transfer over after his head got cut off and in terms of strength and speed Limb is just a regular human
