In my opinion it's: Wu zetian > Pharsa > Ilumia Wu zetian (8/10) : Price: idk how much it costs exactly but I heard that it Costs A LOT like more than 150€ this skin looks so so good in everyway, from the recall animations to the skill effects it looks legendary, one of the best skins I saw in any MOBA game. (I still like dark cosmic jihn more) but the thing I don't like about it has so much skill effects to the point it might become annoying for the eyes. While if you compared to dark cosmic jihn he has some flashy and really effects but they also did focus on the clarity, which is for me is the most important thing. Pharsa (7/10) : Price: 24$ by far the best Pharsa skin, it has some really good skill effects but the skin lack some new sound effects, new voice lines, recall animation and idle animation which is needed especially when compared to a monster like Wu zetian. Other than that skin is great Ilumia (5/10) : Price: 4,65$ (EU server) it has some nice effects. but we can't really compare to the others since it's tier is far from the other two. But still, a good skin

Wu zetians effect are ridiculous imagine in a 5v5 team fight with that effect just 1 player in it already cover half of the screen with effects thats why I like special elite and collaboration skin because they have great in-game model with minimal effects
zetian effects are good tbh but...it's kind of too much...like they literally overdid the effects I like flashy skins but this one is wayyy too flashy it's so flashy that the effects doesn't look balance like pharsa who still has a good effect but it's not overdid it's just right.
