Same crap happened /happening in Westminster ca off 405 /Springdale. Grocery Store location stayed vacant for years. Then now a pop up Asian “beauty supply” with blocked visuals etc is there yet no traffic no customers no nothing. Cities are supporting complete criminals.

How can they keep it empty for years? Easy. The local government exempts it from local taxes and pays for the building to be built, usually through grants and credits. The business then lists it as a depreciating asset on their book.
