Well, maybe he is strong here because he has some boost from being an apostle. I mean, he was also summoned in Heian Kyo to be a Heian Kyo grail war Servant. But he and Helena got off-screened by Tsuna easily. So by that logic, his regular Servant form won't be on Douman or Rasputin level.
