You don't have to have a level 80 arc to post your building on the 1.9 thread (unless your guild has some silly rule requiring this) . A level 80 ARC, only means you won't lose FPs if you take a spot posted on the thread.
If your guild allows beginning players to post their buildings on the 1.9 thread and does not require them to take a position too, then anyone can use the 1.9
