Basically, Xi doesn't actually own the song. He made it, but because he made it FOR Sound Voltex, Konami has all the rights to it. But because Konami is a Japanese company, and physical CD's are bigger in Japan than in most countries, they release it physically only. (It also means more money for them so they probably won't change it.)
