delay is based off of ur pc, not internet. ping revolves around ur internet and distance from the server. Less vibrant cosmetics will cause less input delay because there are less things to register on ur screen. thats also why you get less delay when playing on performance mode and low settings (less things to register on ur screen)
i would go star wand - kratos - driver/harley - cat woman - ice breaker from my kowledge. i only dont have kratos to test, however I've used pretty much every low delay pickaxe
