Hmm, we don't have the whole story, so i wonder if the villain "dark rider" is like turbo teen in that perhaps he was hit with the same ray as him, so he also became one with his monster truck. Anything is possible, especially in this cartoon.
[And since we never see him transform, it could also be speculated that he is stuck in this form]
From wiki : Also, a recurring villain is the mysterious, unseen "Dark Rider" who drives a monster truck and seeks to capture Brett in order to find the secret behind his abilities. In addition, Brett and his friends deal with the shenanigans of their classmates Eddie and Flip.
So, I guess not, but that could have been an interesting way to take the story.
