thank goodness the external facades of this beautiful building have been saved and it hasn’t been overdeveloped - but it looks pretty pricey🤔

It's not finished. It's not operating at all to standard in a culturally appropriate manner. As you say, these are culturally significant and publicly owned buildings. If they aren't operating to culturally respectful and appropriate standards, they aren't free hold property and can be revoked from the current operators.
Obviously, that is in no ones interest and having international standard luxury accommodation in Sydney is highly desirable.
The current staff are not up to standard, and in a significant hotel in Sydney, they need to be.
If this isn't currently achievable, consultation needs to take place so the hotel operates and is to a standard worthy of the heritage of this public building and fit to accommodate national and international guests and dignitaries.
